Our governance
We are wholly owned by the Australian Government. Our Board reports directly to the Minister for Infrastructure, Transport and Regional Development.
Our Board
Our Board is selected by the Minister for Infrastructure, Transport and Regional Development and is responsible for setting the overall strategic direction of our organisation.
Our Board also has oversight of Australia's Aircraft Noise Ombudsman (ANO), which conducts independent administrative reviews of our management of aircraft noise-related activities. Access the current ANO Charter here.
Chairman

John Weber has been a member of Airservices Board since April 2017 and was appointed as Chairman on 3 June 2018. His current term expires on 2 June 2021.
Mr Weber served as the Australian managing partner of DLA Piper, one of the world’s largest law firms, from 2014 to 2017. He was also a member of DLA Piper’s international executive. Prior to that he was chief executive of Minter Ellison, a leading Australian law firm, for six years and a member of its executive management team for eleven years.
Mr Weber has worked extensively in the transport sector (rail and aviation), health, financial services and defence / security sectors for both industry and government.
Mr Weber is a Board member of the Western Sydney Airport Corporation, director of the global advisory board of Elevate Services, director of the Australian Maritime Systems Group and a director of the Dimeo group.
Mr Weber is also a member of the Australian Institute of Company Directors and has extensive board experience across a diverse range of organisations in the public, private and not-for-profit sectors including the European Australian Business Council, the Council of the Asia Society, the ABCN Foundation, and the Horizons Foundation.

Air Chief Marshal Mark Binskin (Ret’d) was appointed as Deputy Chair on 13 September 2018. He is Chair of Board Safety Committee and a member of the Board People, Culture and Remuneration Committee and Board Technology and Investment Committee. His current term expires on 13 September 2021.
Air Chief Marshal Binskin (Ret’d) is a highly decorated and respected senior executive and leader in the national security, defence and aerospace sectors, most recently as Chief of the Defence Force of Australia from 2014-2018, and earlier as Vice Chief of the Defence Force (2011-2014) and Chief of Air Force (2008-2011). He is currently Deputy Chair of the Sir Richard Williams Foundation, on the Boards of the Western City and Aerotroplis Authority and the Australian International Military Games (Invictus Games Sydney 2018) and is non-executive director defence and national security policy with BAE Systems Australia.
As Chief of Defence, Air Chief Marshal Binskin (Ret’d) successfully led the Australian Defence Force, comprising 80,000 permanent and reserve personnel, to significantly improve capabilities and responses to major global events and championed organisational change across areas of national security, culture, diversity and leadership performance. He oversaw the First Principles Review of Defence and delivered the successful implementation of the One Defence approach.
Air Chief Marshal Binskin (Ret’d) has provided specialist advice to the highest levels of governments, industry leaders and international stakeholders and his aerospace knowledge and expertise is extensive. He has over 3,500 hours in single seat fighter aircraft including the A-4G Skyhawk, Mirage 111O, F-16C and F/A-18 Hornet, and continues to be active in general aviation, is a warbird owner and holds Commercial, Remote and Recreational Aviation Australia pilot licences.
Air Chief Marshal Binskin (Ret’d) has completed the Harvard Business School Advanced Management Program, is a graduate of the Australian Institute of Company Directors and a Fellow of the Royal Aeronautical Society.
Chair Board Audit and Risk Committee

Anne Brown was appointed to the Board on 4 December 2019. She is Chair of Board Audit and Risk Committee and a member of the Board Safety Committee and Board Environment and Community Committee. Her current term expires on 3 December 2022.
Anne has substantial knowledge and practical experience of Australian and international exchange traded financial markets, risk management, related infrastructure, governance and regulatory environments. She was previously Chief Risk Officer with ASX Limited, following its merger with SFE Corporation Limited (SFE), and her role included group executive oversight of enterprise-wide risk management, compliance and audit. She directed risk management policy development and execution for ASX’s two central counterparty clearing houses and led key regulatory stakeholder relationships.
Ms Brown also represented ASX as the Chair and/or executive committee member of CCP12, an influential global industry association involving all major international clearing houses. Prior to the ASX–SFE merger, Ms Brown was a general manager with SFE, and previously worked with KPMG in both Edinburgh and Sydney.
Ms Brown is member of the Board of the Clean Energy Regulator, the Chair of the Australian Life Code Compliance Committee, a member of the Finance and Risk Committee of Monte Sant’ Angelo Mercy College Ltd and a member of the Australian Securities and Investments Commission’s Markets Disciplinary Panel.
Ms Brown holds a double major degree in accountancy and computer science from Heriot-Watt University, Edinburgh. She is a member of the Institute of Chartered Accountants of Scotland and a graduate member of the Australian Institute of Company Directors.
Chair Board People, Culture and Remuneration Committee

Sue Bussell was appointed to the Board on 4 December 2019. She is Chair of Board People, Culture and Remuneration Committee and a member of the Board Safety Committee and Board Environment and Community Committee. Her current term expires on 3 December 2022.
Ms Bussell was a partner at KPMG from January 2017 to January 2020 where she led the Workplace Advisory practice.
Prior to KPMG, Sue was a senior executive at Qantas Airways and held positions including HR, Commercial and was for many years Executive Manager Industrial Relations, responsible for industrial relations for the Qantas Group. Prior to Qantas, Sue was a commissioner in the Victorian Industrial Relations Commission, a consultant with the Australian Industry Group and held a management position with Ansett Airlines. Sue has strong strategic capabilities and a proven ability to deliver business results and manage business outcomes in difficult environments.
Sue is an Honorary Associate at Sydney University Business School and was a member of the Work and Organisational Studies Advisory Board, 2011 to 2019. Sue was a Board Member of Odyssey House, 2006 to 2008, and the Macquarie University Faculty of Business and Economic Industry Advisory Board, 2009 to 2017.
Sue was awarded a member of the Order of Australia in 2014 for significant service to industrial relations, as a supporter of women in business, and to the aviation sector and is a graduate member of the Australian Institute of Company Directors.
Chair Board Environment and Community Committee

Marlene Kanga was appointed to the Board on 4 September 2017. She is Chair of Board Environment and Community Committee and a member of the Board Technology and Investment Committee and Board Safety Committee. Her current term expires on 3 September 2024.
Dr Kanga has had extensive experience in process safety systems engineering in the oil and gas and energy industry. She is an experienced non-executive director and is on the board of Sydney Water Corporation and a past member of the boards of Innovation Science Australia and Engineers Australia, where she was Chair and National President in 2013. She is a former President of the World Federation of Engineering Organisations. Marlene is a director of iOmniscient Pty Ltd which has artificial intelligence based video analytic technologies.
Marlene is an Honorary Fellow of Engineers Australia, an Honorary Fellow of the Institution of Chemical Engineers (UK), a Fellow of the Australian Academy of Technological Sciences and Engineering and a Fellow the Australian Institute of Company Directors.
Marlene is the Engineers Australia 2018 Professional Engineer of the Year and has been listed among the Top 100 Women of Influence in Australia and the Top 100 Engineers in Australia. She is a Member of the Order of Australia, in recognition of her leadership of the engineering profession.
Chair Board Technology and Investment Committee

David Marchant was appointed to the Board on 21 July 2014. He is Chair of Board Technology and Investment Committee and a member of the Board People, Culture and Remuneration Committee and Board Audit and Risk Committee. His current term expires on 20 July 2021.
Mr Marchant has extensive experience in the transport industry. David is the Chairman of QR and QR Ltd. He is a former Managing Director and Chief Executive Officer of Australian Rail Track Corporation Ltd and Director and Chair of the Australasian Railways Association. Mr Marchant also served as a Director of the Rail Industry Safety and Standards Board.
Mr Marchant has worked as Managing Director of Lend Lease Engineering and Managing Director of Lend Lease Infrastructure Services, and was a director of the Hunter Valley Coal Chain Coordination Company Pty Ltd.
He was appointed a member of the General Division of the Order of Australia in 2013 for significant service to the rail industry through national structural reform and infrastructure upgrades and is a Graduate of the Australian Institute of Company Directors.

Tim Rothwell was appointed to the Board on 21 July 2014. He is a member of the Board Audit and Risk Committee, Board Environment and Community Committee and Board People, Culture and Remuneration Committee. His current term expires on 20 April 2021.
Mr Rothwell retired as Chief Financial Officer of Brisbane Airport Corporation in 2013, after 20 years with the organisation and is now a consultant to industry. He is a member of the Council of the University of the Sunshine Coast.
Mr Rothwell mentors Queensland University of Technology executive MBA students and lectures to University of New South Wales undergraduates each year as part of their Aviation Business Degree.
He holds a Bachelor of Economics and Accounting (Honours), is a Fellow of the Institute of Chartered Accountants and a Member of the Australian Financial Executives Institute and the Australian Institute of Company Directors.

Jason Harfield was appointed Chief Executive Officer on 9 March 2016, beginning his career with Airservices as a flight data officer in Adelaide in 1989.
With more than 30 years of experience in aviation and the air traffic management industry, Jason has been a core member of the Airservices Executive Leadership Team since 2005. His executive leadership roles included leading the safety and future services functions as well as leading and transforming the air traffic control operations through the introduction of new services, advanced airport capacity and air traffic flow management capabilities, whilst reinvigorating Airservices largest operational workforce.
Prior to this, Jason held a number of operational management and senior management positions including Australia’s Head Air Traffic Controller and Australian Airspace Regulator as well as operating as a qualified operational air traffic controller.
Jason has an EMBA from Melbourne Business School (Mt Eliza) and has completed the Advanced Management Program at Harvard Business School. He is also a fellow of both the Australian Institute of Company Directors and Royal Aeronautical Society as well as a private pilot.

Chief Executive Officer

Chief Customer Experience & Strategy Officer
Pete joined Airservices Australia in May 2019 as the Executive General Manager Air Navigation Services.
Prior to this, Pete worked at the International Air Transport Association (IATA) based in Geneva, Switzerland for 7 years. Pete was responsible for progressing airline interests associated with the European Union (EU) Single Market initiative; Single European Sky (SES). His role addressed institutional, regulatory and operational performance with a focus on the safety, environment, capacity and cost efficiency of air navigation services across 42 European States.
Pete has over 25 years of experience in the aviation industry starting as an air traffic controller in Sydney and Brisbane. He has held a range of leadership roles across corporate and regulatory affairs, strategy and planning, operational service delivery, major capital programs, change management and finance.
Pete has a Master of Business Administration from University of Queensland and completed the Graduate General Manager Program at the Australian Graduate School of Management.

Chief Service Delivery Officer

Michelle joined Airservices in 2005 and has been part of the Airservices Executive Leadership Team since 2007 including as Executive General Manager of Customer Service Enhancement. Her previous roles in Airservices also include Executive General Manager, Projects and Engineering; Executive General Manager, Environment; Acting Executive General Manager, Corporate and Industry Affairs and General Manager, Audit and Assurance.
Prior to working with Airservices, Michelle spent more than a decade in the professional services firms, working first with Deloitte and then with KPMG delivering audit, risk and governance services to many large organisations in a variety of industry sectors.
Michelle has a Bachelor of Commerce/Bachelor of Information Technology from the Australian National University, a Graduate Diploma in Management from the Australian Graduate School of Management, has completed the Advanced Management Program at the INSEAD business school and is a Graduate of the Australian Institute of Company Directors.
Chief Financial Officer

Paul Logan was appointed as Airservices Chief Financial Officer in May 2016, to provide strategic financial and commercial management of Airservices operations.
Prior to this, Paul was General Manager Accounting Services and responsible for the organisation’s pricing strategies and investment analysis. In this role, Paul directed Airservices corporate accounting and governance of group financial management. He was responsible for the taxation, treasury and insurance obligations for the organisation and the oversight of the corporate shared services functions.
With more than 26 years of experience in the air traffic management and civil aviation safety industry Paul has led a number of key change programs to establish an external customer centric focus through the establishment of service performance reporting frameworks and engagement programs. Paul was instrumental in the development and implementation of long term pricing arrangements aimed at yielding efficiency gains and providing price certainty for the aviation industry. Paul has also achieved continuous improvement in the efficiency and effectiveness of internal business processes.
Paul is a Fellow of Certified Practicing Accountants (CPA) Australia.
Chief People & Culture Officer
Lucinda Gemmell has recently been appointed as Chief People & Culture Officer with Airservices Australia where she is responsible for the organisations people & culture strategy and transformation, talent, diversity & inclusion, leadership development, organisational effectiveness, functional training (initial and on-going training), Industrial Relations and group remuneration & benefits. Prior to this, Lucinda was the Chief People & Culture Officer with Virgin Australia Group since 2017.
Lucinda was responsible for leading the people and culture strategy, talent and diversity, leadership development, organisational effectiveness and remuneration and benefits. Most notably in this role, Lucinda led change in Culture and Diversity & Inclusion, developed a globally leading female cadet pilot program (achieving 56% female cadet pilots), developed an Indigenous Recruitment and Mentoring program increasing Indigenous careers by 300% and spearheaded industry leading mental health initiatives across Virgin Australia. She led year on year increases in culture and employee engagement through initiatives across the end to end employee experience. For this work, in 2020 Lucinda has been awarded HRD Magazine Global Top 100 HR Directors.
Lucinda has more than 20 years of progressive HR and commercial leadership experience in Australia and Asia Pacific. Her experience includes HR leadership (Australia and Asia Pacific), Strategy Management and Business Management. Lucinda was the General Manager People with Endeavour Drinks Group, Woolworths Ltd. She provided leadership for Talent and Organisational Development, Leadership and Culture, Organisational Effectiveness, Learning and Development and Employment Relations.
Lucinda previously held the roles of HR Director, Australia and Asia Pacific Supply based in Singapore across 13 countries with Diageo. In her role as HR Director in Australia, she led Diageo’s HR function to deliver the Australian business strategy. This role delivered significant growth in the business with a focus on talent, engagement and organisational effectiveness. Prior she held HR leadership, strategy and business management roles in Fairfax.
Lucinda was a finalist Young Australian of the Year (1998) in the Career Achievement category recognising achievements in executing complex change in organisations. Lucinda was awarded 2014 Australian HR Director of the Year at the Australian HR Awards.
Lucinda holds a Master of Business Administration, a Bachelor of Arts degree in Psychology and is a Non-Executive Director for the Starlight Children’s Foundation National Board.
Acting Chief Technology Enablement Officer
Mark has had a wide and varied career in the ICT industry over the last 25 years with experience in both the private and public sectors. His career has extended across a number of market sectors including Transport, Education and Manufacturing and has covered significant roles in technology strategy and transformation, infrastructure and operations, enterprise architecture, strategic sourcing, organisational change management, program management, and applications development.
Mark joined Airservices in 2016 as the Service Design and Delivery Manager, with accountabilities for the delivery of sustainable 24×7 operations of both mission critical and corporate ICT environments including infrastructure operations, telecommunication and network services, business systems, airways regulated systems, air traffic management regulated systems, technology testing and the delivery of ICT projects.
Prior to joining Airservices Mark spent 10 years with The Queensland government in a number of key roles including critical systems development and project management, ICT operations, Chief Technology Officer (CTO) and Chief Information Officer (CIO).
Chief Safety & Risk Officer
Prior to joining the executive team as Executive General Manager, Safety Assurance at Airservices. Claire has oversighted the organisation’s Safety (service delivery and Work Health & Safety) and Environment Management Systems, and the international engagement and assistance programs. In previous roles in Airservices, she oversighted a number of other organisational functions including enterprise risk management and operational analysis, and for a six month period she acted as the Executive General Manager, People and Change.
Claire is the co-chair of the Civil Air Navigation Services Organisation (CANSO)’s Future Safety Development Working Group. The Future Safety Development Working Group allows ANSPs to work together to develop their safety management approaches and address potential future safety issues in a collaborative manner.
Prior to working for Airservices, Claire worked as an air safety investigator and conducted research that supported regulatory change in aircraft cabin safety. Claire has undergraduate and post graduate degrees in Psychology and a PhD in a human factors discipline.
